Civil divorce initiated

Assalamualykum

Please advice as to what is the reasons for a civil divorce initiated by the wife (the wife has signed the divorce papers whilst the husband has not) will not be considered as an Islamic divorce. The requirements of talaaq or khul have not been met, however why would this not be considered to be a faskh? Is a secular/civil divorce not an Islamic divorce?

A decree of divorce by a secular court is not a Talaaq, nor is it a faskh.
