Zakaat

When my mother got married 23  years ago her inlaws gave her jewellery but after a few days they took it back from her …. The jewellery was no longer in her possession. Early this year the jewellery was returned back to my mother. Must my mother pay the zakaat for the jewellery for all the previous years or did the inlaws have to pay for it

Assalaamu alaykum

If it was given to her as a gift, it belonged to your mother. Therefore your mother is liable for the Zakaat on the jewelry for all the years.
